In order to achieve a significant increase in the number of social football venues and facilities and a significant improvement in quality, Chinese officials will implement a special action for the construction of football venues.
Subsidies for new social football stadiums
To support this action, the National Development and Reform Commission of China will arrange investment within the central budget to screen a number of demonstration cities across the country, and provide subsidies for new 11-a-player, 5-a-a-side, and 7-a-side (8-a-side) social football stadiums.
For the newly built 11-a-side standard football stadium, each stadium will be supplemented with 2 million yuan (RMB, the same below). For newly built 5-a-side and 7-a-side (8-a-side) football stadiums, the subsidy for each stadium shall not exceed 1 million yuan.
The government also encourages local governments to provide supporting subsidies for the construction of football stadiums through various funding channels such as financial funds, sports lottery public welfare funds, and development finance.
China's National Development and Reform Commission released the above news on the 30th. According to reports, the organization, in conjunction with the State Sports General Administration of China and the Chinese Football Association, recently jointly issued the "National Social Football Field Facilities Construction-Special Action Implementation Plan (Trial)."
The responsible person of the National Development and Reform Commission stated that there are three reasons for this special action:
The first is that football is of great significance. Football is an important cause of national fitness, a sunrise industry of the national economy, and an important cornerstone of a sports power and an important carrier of national spirit. It is important for motivating people to enter the new era, form a healthy lifestyle, promote high-quality development, and enhance the Chinese nation. Their cohesion and pride are of great significance.
The second is the rapid growth of social demand. In recent years, the Chinese football population has grown rapidly, the league system has gradually formed, social football has begun to take shape, and football has gradually become an important way for people to exercise and relax.
The third is that there are shortcomings in site construction. At present, there are still obvious shortcomings in China's football field facilities, and there is a big gap compared with developed countries in football, which is prominently manifested in the problems of insufficient total supply, unreasonable layout, low utilization rate, and weak sustainable development capabilities. The masses often lament that "it is hard to find a game, and sigh at the ball."
The above-mentioned person in charge pointed out that the purpose of carrying out this special operation is mainly to solve the three problems of insufficient supply, poor layout, and poor efficiency. He summarized the goals of the action as: "three upgrades", "two declines" and "one satisfaction":
The "three upgrades" refer to the number of venues, especially the number of football venues owned by every 10,000 people, the utilization rate is significantly improved, and the sustainable development capabilities of the operating entities are significantly improved; the "two declines" are the decline in the construction and operation costs of the project entities and the decline in service prices. "One satisfaction" is the improvement of people's satisfaction.
